Maharashtra Unveils Landmark Housing Policy After Two Decades: A New Era in Urban Development

In a transformative move that aims to redefine urban housing in India's second-most populous state, the Maharashtra government has rolled out its first comprehensive housing policy in nearly 20 years.

The initiative, called Majhe Ghar, Majha Adhikar (My Home, My Right), targets construction of 35 lakh affordable homes by 2030 for the Economically Weaker Sections (EWS) and Low-Income Groups (LIG), backed by a budget outlay of ₹70,000 crore.

Boost to Self-Redevelopment

The policy supports cooperative housing societies undertaking self-redevelopment with a dedicated corpus of ₹2,000 crore for financial and technical assistance, particularly in the Mumbai Metropolitan Region where aging buildings and redevelopment bottlenecks are common.

Redevelopment of Vertical Slums

Maharashtra addresses "vertical slums" — old, deteriorating structures from early Slum Rehabilitation Authority schemes — through cluster redevelopment models that ensure better infrastructure and living standards.

Creation of a Government Land Bank

A collaborative departmental effort will establish a residential land bank by 2026 to support large-scale affordable housing.

Establishment of Mahawas Niwas Nidhi

A ₹20,000 crore fund supports public agencies in launching affordable rental housing for buyers, students, migrant workers, and low-income residents.

Digital Transparency and Monitoring

The policy mandates a state housing portal enabling real-time monitoring, transparent fund allocation, and grievance resolution throughout the housing lifecycle.

Vision for Inclusive Growth

The policy prioritizes housing for women, senior citizens, and informal sector workers while fostering public-private partnerships across the state.
